BBC documentary. He was explaining where he learned to love books. I assume the building is the library he worked in.

The original post seems to have been a video link to a PBS (Public Broadcasting Service) show (re-broadcast, maybe) but it doesn't work for my antiquated system. By sheer chance, I saw the photograph from it quoted on a website somewhere, but I can't find it any more. What I remember is that it was from around 1996, so it's probably not available from the BBC.
I did notice that in the picture, Sir Terry is wearing his UU scarf.
Correction, it doesn't seem to be a video link after all.
